Regulations & zoning

ADU Regulations & Zoning in Carlsbad

Carlsbad pairs clear ADU standards with a coastal wrinkle: detached ADUs in the Coastal Zone need a minor coastal permit, while conversions and attached units are generally exempt. Fees are modest and the process is ministerial, so the real work is designing to your lot.

State law is on your side

Up to 3 ADUs plus a JADU on many single-family lots

California law sets a floor no city, including Carlsbad, can go below: most single-family properties can combine a standard ADU, a state-guaranteed detached ADU, a conversion ADU, and a Junior ADU. That is potentially four units beyond your main home.

1

Standard ADU

Up to 1,200 sq ft

Attached or detached. Local standards like floor area ratio and height apply, and some cities cap it lower.

2

Detached ADU

Up to 800 sq ft

The state-guaranteed unit: 4 ft side and rear setbacks, allowed even when your lot is maxed out on floor area.

3

Conversion ADU

No size cap

Created from existing space, like a garage or accessory structure. The footprint you have is the footprint you keep.

4

JADU

Up to 500 sq ft

Carved out within the walls of your main home, with its own entrance and an efficiency kitchen.

Not every lot fits all four: the standard ADU still answers to local rules, and in Greater San Diego the usual constraint is floor area ratio, the total developed square footage your zoning allows. The rules, explained

What you can build in Carlsbad

Answers from a builder who permits and builds under these rules, not a template.

How many ADUs can you build

A single-family lot can typically add one attached or detached ADU plus one Junior ADU. Under the state's mandatory-approval track, a conversion ADU, a detached ADU up to 800 sq ft, and a JADU can all coexist on one lot. Multifamily lots have their own allowances.

Size and height

Detached ADUs can reach 1,200 sq ft, subject to lot coverage. Attached ADUs are capped at 50% of the main home's floor area or 1,200 sq ft, whichever is less, and the city cannot cap you below 800 sq ft.

Setbacks, conversions, and the Coastal Zone

Four feet from side and rear property lines. Converting an existing garage or accessory structure can keep its existing footprint, even where that sits inside today's setbacks.

Costs and process

Permitting runs roughly $2,000 to $4,000 for most ADUs per the city's estimate. ADUs under 750 sq ft and all JADUs pay no impact fees; larger ADUs pay impact fees proportional to your home's size. School fees can apply.
