Oceanside waives every city impact fee on ADUs, a rarity in the county. Its written ordinance is older than state law in places, and where the two conflict, state law wins, which mostly works in your favor. No additional ADU parking is required if you're within 1/2 mile walking distance of public transit or converting an existing garage or accessory structure. If you convert a garage, Oceanside also does not require you to replace the parking spaces you removed.

How many ADUs can you build

The city's posted ordinance says one ADU or a JADU plus one ADU. State law is more generous, allowing a conversion ADU, a new detached ADU, and a JADU together, and state housing officials have formally told Oceanside its caps are outdated. Size and height

Detached ADUs can reach 1,200 sq ft under the zone's normal standards. Every lot is guaranteed at least an 850 sq ft studio or one-bedroom, or 1,000 sq ft with two or more bedrooms, at 16 feet with 4-foot setbacks. Conversions of existing space have no size cap.

Setbacks, conversions, and the coast

Yes: no setbacks apply to the existing footprint, there is no size cap within it, you can add up to 150 sq ft for entry, and the parking you lose does not have to be replaced.

Costs and process

Here is Oceanside's superpower: the city imposes no development impact fees on ADUs or JADUs at any size. You still pay building permit and plan check fees, school district fees, and possibly a utility connection or meter fee for new detached units. Conversions owe no new connection charges.
