ADU Regulations & Zoning in Escondido

Escondido rewrote its entire ADU ordinance in July 2026, and the update is notably homeowner-friendly: bigger units, taller heights, and free pre-approved plans. Much of what is published elsewhere, including parts of the city's own site, still describes the old rules. This guide reflects the 2026 update. We have built here, including a detached casita.

California law sets a floor no city, including Escondido, can go below: most single-family properties can combine a standard ADU, a state-guaranteed detached ADU, a conversion ADU, and a Junior ADU. That is potentially four units beyond your main home.

How many ADUs can you build

At least three units are achievable on many single-family lots: a conversion ADU, a detached ADU up to 800 sq ft, and a Junior ADU. The 2026 ordinance adds room for a standard ADU up to 1,200 sq ft in several combinations. The right stack for your lot is a feasibility question we answer early.

Size and height

Under the 2026 update, a standard ADU can reach 1,200 sq ft of interior living space, a big jump from the old 850 to 1,000 sq ft caps still quoted on older pages. Conversions of existing space have their own generous rules.

Setbacks and placement

Four feet from side and rear property lines for new construction. ADUs under 800 sq ft need no front setback at all. Converting an existing structure in place requires no new setbacks.

Costs and process

ADUs under 750 sq ft pay no development impact fees, and the city's current fee guide exempts ADUs from wastewater, water, traffic, and park impact fees. Permit fees are calculated like a room addition. Larger ADUs pay proportional impact fees.
